K Registrar Shri Bata Kishore Ray assumed the charge of the post of Registrar of the IIT Bhubaneswar on 31-12-2008. In fact, he is the first Registrar and the first employee of this new Institute. A post-graduate in English Literature & Linguistics from Utkal University (1983), he has had an Advance Diploma in Educational Planning & Administration from UNESCO's International Institute of Educational Planning & Administration, Paris, France (1997-98). A member of Central Secretariat Service, he has rendered nearly twenty-four years of service in various Ministries of the Government of India including Ministry of Human Resource Development, Ministry of Environment & Forest as well as Ministry of Health & Family Welfare. He is extensively experienced in the Central Technical Education Sector as well as in the formulation of the National Policy on Education 1986 and the Programme of Action 1992. He has represented the Ministry in the Board of Governors & the Finance Committees of various IITs, NITs, IIMs, IISERs, IISc, Bangalore, AICTE etc. He has made significant contribution in the preparation of the Detailed Project Report for setting up new Central Technical Institute like IITs, NITs, IISERs etc. His other notable contributions include preparation of the Reports on Decentralised Management of Education, Mid-Day Meals as well as documentation for Education for All Summit of 9 High Population Countries held in New Delhi in December 1993. Besides, he has helped produced a CD-ROM on 50 years of Indian Education (1947-1997) in August 1997. He has also co-edited a book entitled Recent Advances in Technical Education published by MacMillan India in December 2008. He has considerable international exposure having been elected as the President of Unesco's Trainees' Association, Paris during 1997-98- the only Indian to have been elected to this office so far.
